I am using Ubuntu 8.04, and I want to install the new version of VLC media player.
How can I do it?

It's the same as for every other program: Just go to http://www.videolan.org/vlc/download/ and click on the appropriate download.
You'll get the source. That's all, you need to compile it. But you're probably looking for a "binary" package.
There are several ways to do that, but the preferred one is a PPA.
Add the following lines to your /etc/apt/sources.list (if you haven't already):
deb http://ppa.launchpad.net/oss-video/stable/ubuntu hardy mn
deb-src http://ppa.launchpad.net/oss-video/stable/ubuntu hardy mn
sudo apt-get update
Now you can install VLC from that PPA:
sudo apt-get install vlc
After the installation is done, you need to add some lines to /etc/apt/sources.list.d/vlc.list (if you haven't already):
sudo nano /etc/apt/sources.list.d/vlc.list
Add the following lines:
deb http://ppa.launchpad.net/oss-video/stable/ubuntu hardy mn
deb-src http://ppa.launchpad.net/oss-video/stable/ubuntu hardy mn
sudo apt-get update
You can install VLC from this repo now:
sudo apt-get install vlc

Select "Third-Party Software" tab
Click the "Software Sources" button
Select "Other software" tab
Add the following lines to "Additional Software" field

deb-src http://ppa.launchpad.net/oss-video/stable/ubuntu hardy mn
Scroll down to the bottom of the window, there is a line which says "Software restricted by copyright or legal issues (multiverse)" remove that line
Go to "Third-Party Software" tab
Add the following lines:
